The Conference of Presidents (CoF) is the political body in the European Parliament responsible for the organisation of Parliament’s business and legislative planning. It decides the responsibilities and membership of committees and delegations. The Conference of Presidents is also responsible for the relations with other EU institutions, the national parliaments and non-EU countries.
Bonde eas member of the Conference of Presidents as chairman of the IND/DEM group. Besides him the CoF consists of the President of Parliament and the other political group chairmen. Two representatives of the non-attached Members also have seats in the Conference of Presidents but no voting rights. The Conference of Presidents takes its decisions by consensus or by weighted vote based on the number of Members in each political group. Bonde, who is the longest serving member of the Conference of President, was chairman of the smallest political group but he often has the decisive vote between the blocks.
The Constitutional Affairs Committee is responsible for the Lisbon Treaty and institutional affairs like the European integration process. The committee also deals with the interpretation and application of the Rules of Procedure. Bonde has been working with the institutional aspects such as the EU Constitution and the Rules of Procedure since the creation of the committee.
Bonde was a substitute in the Budgetary Control Committee with the responsibility controlling the deficient accounts of the EU. Bonde participates in the most important meetings in order to control the EU’s use of the taxpayers’ money. It is in this committee that Bonde has been able to get through with some of his transparency demands for instance about agricultural expenditure.
In the Committee on Environment, Public Health and Food Safety Bonde tries to obtain common minimum rules instead of total harmonisation so that each country can lead the way as a “forerunner country” in the fight for health and environment.
In the Committe on Internal Market and Consumer Protection Bonde only shows up when there are important questions on the agenda. The notorious directive on services and the port services directive fall under the responsibility of this committee. Bonde puts forward amendments to ensure the Danish flexicurity model and the tax financed social model.
Bonde was Vice-President in the delegation for relations with Switzerland, Iceland, Norway and European Economic Area where members of the European Parliament meet with the elected from the EFTA countries Norway, Iceland and Liechtenstein.
Bonde was also Vice-President in the European Economic Area Joint Parliamentary Committee and sometimes represents the European Parliament in the Arctic Council and the Nordic Council.
